What is the Community Economic Resilience Fund?

The Community Economic Resilience Fund (CERF) was created to promote a sustainable and equitable recovery from the economic distress of COVID-19 by supporting new plans and strategies to diversify local economies and develop sustainable industries that create high-quality, broadly accessible jobs for all Californians.

To achieve this goal, the State will allocate $600 million across thirteen designated regions to fund the development
of region-specific economic development strategies that support the creation of quality jobs and equal access to

We are excited to announce that the Los Angeles coalition of over 200 organizations and stakeholders was awarded Phase 1 Funds for CERF process.

  • LA County CERF Collective Partnership Agreement

    Dear Los Angeles County CERF Planning Partner,

    As a participant in the planning process for the CERF application for the Los Angeles County Region, we are inviting your organization to join the application as an Initial High Road Training Collaborative (HRTC) Partner by becoming a signatory to the Collective Partnership Agreement Letter. 

    By signing the Collective Partnership Agreement Letter, each HRTC member agrees to the goals laid out in the Application Package and agrees to participate in developing a fair and democratic governance structure that shares decision-making and balances the interests of all represented groups, as well as an effective outreach and engagement plan, and a budget. HRTC members in the Collective Partnership Agreement Letter commit to working in partnership to achieve the goals set out in the program and collectively share the weight of responsibility in creating a more inclusive, equitable, sustainable, competitive and resilient regional economy.

    Linked below is a template for the letter, which will need to be prepared on organizational letterhead and signed by the appropriate signatory for your organization. Once your letter is complete, please upload it at the following link.
