LAEDC State & Local Policy Working Group

To follow-up on our past discussions regarding the California Enterprise Zone Program, we wanted to let you know that there will be an upcoming hearing on the program and its proposed statewide reforms in Los Angeles on February 12, 2013. Details are as follows:

Proposed reform themes right now:

  1. Increasing voucher application fees
  2. Eliminating retroactive vouchering
  3. Streamlining vouchering for hard-to-hire categories (e.g., veterans, disabled, etc.)
  4. Eliminating self-certification for voucher applications
  5. Collecting additional data about program
  6. Creating audit procedures

For detailed information about each of the proposals, go here. The written comment period on these rules began on January 11th and will go until 5pm on February 28, 2013.

For reference, the LAEDC memo regarding PPIC’s methodology in their Enterprise Zone Study (a study which is sourced to support one of the first “problems with enterprise zones”) can be found here. Also, here are links to studies that have shown enterprise zones having a positive impact:
